FEI Tribunal Releases Decisions On 2014 Prohibited Substances Cases

The FEI Tribunal announced final decisions in two cases involving positive findings for prohibited substances in 2014 on July 20.

The FEI Tribunal announced final decisions in two cases involving positive findings for prohibited substances in 2014 on July 20.

Samples taken from the horse In Situ at the 120-kilometer two-star endurance competition at Mesaieed in Doha (Qatar) on Feb. 22, 2014, returned positive for the banned substance propoxyphene, a painkiller with local anesthetic properties.

The FEI Tribunal has imposed a 24-month suspension on the rider, Qatar’s Ali Yousef J Y Al Kubaisi, in accordance with Article 169 of the FEI’s General Regulations and Article 10 of the FEI Equine Anti-Doping and Controlled Medication Regulations. A provisional suspension, served by the athlete from April 4, 2014, has been credited against the suspension imposed.

Al Kubaisi has also been fined 1,000 Swiss francs, will contribute 1,000 Swiss francs towards the costs of the judicial procedure and pay the costs of the B sample analysis. He has 30 days from the date of notification (July 29) to appeal this decision to the Court of Arbitration for Sport.

The second case involved Moh’d Shafi H Al Rumaithi (United Arab Emirates) and the horse Royal des Fontaines, who competed at the two-star jumping competition in Ghantoot (UAE) from Oct. 30-Nov. 1, 2014.

Samples taken from the horse on Nov. 1, 2014, returned positive for the banned substance propoxyphene and its metabolite norpropoxyphene.

The FEI Tribunal has imposed a 24-month suspension on Al Rumaithi, in accordance with Article 169 of the FEI’s General Regulations and Article 10 of the FEI EADCMRs. A provisional suspension, served by the athlete from Dec. 9, 2014, has been credited against the suspension imposed.

The athlete has also been fined 1,000 Swiss francs and will contribute 1,000 Swiss francs towards the costs of the judicial procedure. The athlete has 30 days from the date of notification (July 29) to appeal this decision to the CAS.

Additionally, the FEI Tribunal has imposed a 24-month suspension on the owner of Royal des Fontaines, Jumaa Mohamed Khamees Alromaithi, following his admission of having administered Fustex, which contains propoxyphene, to the horse. The owner has also been fined 2,000 Swiss francs and will pay costs of 1,000 Swiss francs.
