Thats great that the vet is not concerned.
Just read most of thus thread and I'm confused as to what part of the body that you are referring to.
You said arthritis on the knee cap. And then other posters started talking about chips in the knee and knee arthritis.
Are you talking about arthritis on the patella in the stifle joint. (hind leg)?
Or
Are you referring to arthritis in the carpal joint (front leg) that people often call a knee?
I am assuming that you mean the stifle because the carpal joint does not have a "knee cap".
So, if you are referring to the stifle, are the vets calling it OCD?
Is it on the side of the patella that the ligaments glide through or is it on skin side? Tendons glide over that side as well. If the vet can't palpate it and he doesn't flex positive I wouldn't worry too much.
How did this come up? Did the race trainer disclose it or did your trainer x ray for prepurchase?

Those dapples look like a painted Victorian rocking horse. If he pulls up lame I doubt there will ever be a problem finding him a lawn mowing job.

It handsomeness is the only factor-- I have a VERY pretty but VERY useless TB that I'd be happy to donate to the cause!!!
