*UPDATE* Clarification on USEF Suspension rules
Ok so if someone is suspended from USEF that means they can't go to USEF sanctioned shows correct?
And does Pre-HITS in Ocala count as USEF sanctioned? Or only regular HITS weeks?
And if I see a person who I know is suspended, do I go to a steward or show management?
There is a specific person I have in mind and that person has been seen at pre-HITS and I have a feeling the person will also show up at HITS. This person has made my life miserable along with another boarder and I plan to give this person a taste of their own medicine.

You can check which shows are USEF rated on their web site www.usef.org -- Pre-HITS shows are typically not rated --
I'd go directly to the steward, but assume the show manager would get the steward involved if you went to them first --

Not showing but a relative does so she is there. I was under the impression you weren't to be on the grounds at all.

I do not believe they are rated so it does not matter, unless show management wants to get involved.

Decided just to go ahead and send an email to HITS with her info. We will see what they say.

I do know years ago a similar situation happened and the local manager denied entries from a suspended individual. But if she is just hanging out, not sure what can be done at the unrated shows.

The suspension only applies to USEF shows.
If I were you I would inform both the Steward (that is who could place a charge) and the show management (that is who would be charged, and possibly penalized, for allowing a suspended person on the grounds).

Got an email back from HITS:
Thank you for inquiring.
These two Pre-Weeks of shows are not rated by the USEF, so a suspended person could be on the grounds without cause for action by the horse show.
I appreciate you bringing this to our attention as ***** will not be allowed on the grounds during the Rated weeks of the circuit. Knowing that ***** is here now will keep us vigilant throughout the season.

Palm Beach Horseman's a few years back said that even though they were unrated they followed USEF rues and if USEF rules showed a suspension they honored that. It seems if preHITS follows usef rules then the same should apply. It seems like good business. If you follow rules then follow them.

For the days the show is running they are not allowed on grounds. But if the show starts on Wednesday, they can be there on Tuesday setting up, trailering in, etc...
