You don't have to just stay at your current barn. :) Nothing wrong with going somewhere else to hack then using your current barn for lessons as and when you want to take them. What area are you in?...
Start looking around for private barns/people with horses at home. Ask the farrier or vet if you see them. They usually know of horses looking for riders. Or stick an advert up in your local tack...

I like mine out as much as they can be. They're out 24/7 right now. I'll bring them in if it's really buggy. They tend to be in much more during the winter.
Honestly, if it can survive being towed down the road at 50 mph I don't think you have much to worry about!

If I'm really honest, I never use them. The ones with Velcro work just as well for me. :)
I like to use hoof picks to stretch the boots while putting them on. Use them rather than your hands.

Lunging him with a chain through his mouth is asking for injuries, IMO.
Have you tried a caverson on him? Tried lunging him with two lines?

I went for a long trim. Took maybe 4 inches off the bottom. It felt bad getting that amount chopped off!
I thought Rue was big (he's 17.2)! What an awesome horse!
